What a system can reach, what it remembers, what it is permitted to do and what it has to account for is where the work is actually carried, and it has to be built for the domain it runs in. Autonomy is granted, time-boxed and revocable. Anything with a real-world consequence goes through an approval gate, because the point is to extend human judgment rather than route around it.
